The Chest Of Fortune is a chest released during Season Nine. A highly valuable piece of treasure, it's method of obtaining differs every Season
In Season Thirteen it can be found in the bottom hold of the Burning Blade, a World Event.

Chests of Fortune can be sold to: Sovereigns at Sovereign Tents: Found at Outposts, selling Chests of Fortune to the Sovereigns rewards players with gold and boosts their reputation with the Gold Hoarders. The Sovereigns offer a straightforward and safe trading option. (Note your ship must be captained for selling at Soveriegns.)
Reaper's Bones Faction at the Reaper's Hideout: For a more adventurous route, players can sell these chests to the Reaper's Bones faction. This choice not only provides gold but also improves a player's standing with a faction that values boldness and risk-taking. Selling here could attract PvP combat but signifies a player's daring nature.
Despite the Fortune's Favor commendation only directly mentioning the Gold Hoarders in the tooltip, selling the Chest of Fortune to the Sovereigns, the Reaper's Bones, or the Gold Hoarders will count towards the Fortune's Favor commendation.
